This means that European funding is not tied to the mere expenditure of resources, but to the achievement of specific milestones and targets. For the PhD student, this translates into a duty to ensure transparency and accuracy when recording their activities.<\/p>\n\n\n\n<p>The university bears primary responsibility for reporting, but the PhD student is the source of the essential data. Login details for the dottorati.mur.gov.it platform are sent to the institutional email address provided by the university.<\/p>\n\n\n\n<p>All PhD students must ensure that the computer system contains the correct details regarding their personal information, the Unique Project Code (CUP) associated with their grant and, above all, the documentation evidencing the work carried out.<\/p>\n\n\n\n<p><strong>Rules on exclusivity and incompatibility<\/strong><\/p>\n\n\n\n<p>The PNRR PhD programme is a scheme involving significant public investment that requires an \u201cexclusive, full-time\u201d commitment. The general regulations (Ministerial Decree 226\/2021) and specific decrees set clear limits on external activities and the accumulation of income.<\/p>\n\n\n\n<p><strong>Employment and income limits<\/strong><\/p>\n\n\n\n<p>The Academic Board may authorise a PhD student to undertake paid work outside the university, but only under certain conditions:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The activities must enable the acquisition of skills consistent with the doctoral programme\u2019s curriculum.<\/li>\n\n\n\n<li>The time commitment must not interfere with the research and teaching activities required by the programme.<\/li>\n\n\n\n<li>Many universities set a maximum limit on the annual income a doctoral student may earn (in addition to their grant). Where such a limit is provided for in internal regulations, it may not, in any case, exceed the annual amount of the grant itself.<\/li>\n<\/ol>\n\n\n\n<p><strong>Prohibition of Double Funding<\/strong><\/p>\n\n\n\n<p>The principle of the prohibition of double funding is a cornerstone of Regulation (EU) 2021\/241. It stipulates that the same cost cannot be reimbursed twice from different public sources. For PhD students, this means that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The PNRR grant cannot be combined with any other scholarships awarded for any reason, with the exception of those granted by national or foreign institutions that are intended to support research activities through stays abroad.<\/li>\n\n\n\n<li>You may receive expense reimbursements or lump-sum allowances from European projects (e.g. Horizon Europe) only if such funds cover costs not already covered by the PNRR grant and if the activity is authorised by the Academic Board.<\/li>\n\n\n\n<li>It is not possible to use Erasmus+ funds to finance the same period abroad already covered by the 50% PNRR top-up, unless these are reimbursements for specific costs not included in the top-up (a very restrictive rule that depends on the interpretation of individual universities and updated ministerial guidelines).<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>PNRR PhD students operate within a \u2018results-based reporting\u2019 system.
